These measures, described below, will be provided within the limit of a ceiling of €5,000,000 and have an experimental duration until 31.10.2022.

Training allowances

Who is it for and what are the requirements?

The holders of international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection, at the end of the first training course dedicated to them (provided by Formatemp and outlined in the skills audit pursuant to this Agreement), are granted a one-off allowance.
Applicants may apply for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection, upon completion of the first training course dedicated to them as from 9 April 2022.
To qualify for the allowance, the person must have been present for at least 70% of the course hours.

What you can get:

A one-off allowance of €1,000, gross of the taxes required by law.
Payments by direct debit bank transfer or prepaid revolving cards are allowed only under the maximum threshold of €1.500; for higher amounts it is necessary to indicate a bank account in the name of the person under international or temporary protection.
Payments to foreign current accounts outside the SEPA area are not allowed.

What you have to do:

The request must be sent within 60 days of the end of the training course provided by FormaTemp, in one of the following ways:
 through the My Ebitemp* members area, through which it is possible to monitor the progress of the request and add any missing documentation;
 by sending the forms and complete documentation by registered mail with return receipt to EBITEMP – INDENNITA’ FORMAZIONE – CORSO VITTORIO EMANUELE II, 269 – 00186 ROMA;
*Please note that the only recognised method of receiving requests received with the support of the Territorial Trade Union offices is through the MyEbitemp platform; registered mail or certified emails are not accepted.

Documents to attach:

• Photocopy of an identity document (identity card or passport) and your tax code*;
• Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection or special protection
• Self-declaration of completion of the training course provided by Formatemp pursuant to this Agreement or appropriate certificate of successful completion of the course issued by Formatemp
• Possible certificate of course attendance
• Ebitemp privacy form

*if you do not have a permanent tax code because you are still waiting for your status, you must produce a copy of the receipt attesting to the submission of your application for international, temporary or special protection, which shows the temporary tax code assigned to you;

The benefit in question is subject to a ceiling of €5,000,000 (dedicated in total to the entire package of benefits aimed at supporting persons subject to international protection – refugee status, subsidiary protection and asylum seekers – temporary protection and special protection) and has an experimental duration until 31.10.2022.
If the required documentation is missing, Ebitemp will suspend the investigation and send the request for additional documentation, which must be received within 120 calendar days, after which, if no additional documentation is received, the application will be considered waived and therefore rejected.

Provisions common to all of the above extraordinary benefits

If the application was not submitted using the correct benefit section of the portal/paper application form, the submitted application will be cancelled and a new application will have to be submitted in accordance with the deadlines set out in the relevant regulation. The date of receipt of the new submission will be the decisive date for processing the application.
Ebitemp will monitor the overall trend of the individual extraordinary benefits dedicated to persons under international protection – refugee status, subsidiary protection and asylum seekers – temporary protection and special protection, in order to assess the demand and possible corrective actions.
The assessment and approval of applications is subject to the sole discretion of the Performance Committee.
In order to protect its rights, Ebitemp reserves every right, including the right to take legal action, in the event of false declarations or forged documents or in any case in the event of behaviour that could potentially constitute a civil or criminal offence.

Hospitality allowances

Who is it for and what are the requirements?

A one-off allowance is granted to workers who provide hospitality, including through adoption or fostering, to persons with international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection. A prerequisite for the payment of the allowance is the “Declaration of hospitality” or appropriate documentation certifying the adoption or fostering and a minimum period of hosting of at least three months.
Applications may be submitted by workers who, during the period of hospitality, and in any case from 9 April 2022, have or have had an employment contract of at least one day.
Please note that the above requirements must be met between 9 April 2022 and 31 October 2022.

What you can get:

A total one-off allowance of €1,000 gross of the taxes required by law; the allowance is increased to €1,500, gross of the taxes required by law, in the case of hosting a child under 18 or a pregnant woman.
Payments by direct debit bank transfer or prepaid revolving cards are allowed only under the maximum threshold of €1.500; for higher amounts it is necessary to indicate a bank account in the name of the person under international or temporary protection.
Payments to foreign current accounts outside the SEPA area are not allowed.

What you have to do:

The deadline for submission of the application, by those who will meet the access requirements by 31.10.2022, is set at 31.12.2022, in one of the following ways:
 through the My Ebitemp* members area, through which it is possible to monitor the progress of the request and add any missing documentation;
 by sending the forms and complete documentation by registered mail with return receipt to EBITEMP – INDENNITA’ OSPITALITA’ – CORSO VITTORIO EMANUELE II, 269 – 00186 ROMA;

Documents to attach:

• Photocopy of an identity document and the tax code of the worker hosting the person(s);
• Copy of the fixed-term staffing contract and any extensions relating to the hosting period of the host worker;
• Last pay slip available at the time of application
• Copy of the permanent contract and latest available pay slip of the host worker;
• Copy of the “Declaration of hospitality”
• Self-certification confirming the actual completion of the hosting period *
• Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection or special protection, of at least one of the hosted persons; if there is a minor or a pregnant woman among the hosted persons, in order to access the higher allowance of €1500 gross, it will be necessary to submit the same documentation for one of these persons;
• Certified copy of any adoption or fostering order issued by the court
• Copy of pregnancy certificate, if applicable
• Ebitemp privacy form

Facilitated access to benefits and new benefits

In order to promote the social inclusion of persons with international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, such persons are granted access to Ebitemp’s “Contributo Asilo Nido” (Nursery school contribution) and “Sostegno all’Istruzione” (Education support) benefits at favourable conditions.

Facilitated access to nursery school contribution

Who is it for and what are the requirements?

Persons under international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp “Contributo per Asilo Nido” (nursery school contribution) with facilitated requirements.
The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp pursuant to this agreement, during the period of validity of this agreement (starting from 9 April 2022).
If the person is employed by an employment agency, the contribution will be paid only for the nursery school fees related to those months in which he/she had at least 1 day of employment.
If the person is attending the specific training course provided by Formatemp for this specific audience, the contribution will be paid if he/she has attended at least 1 day of the course during the term of this Agreement (starting from 9 April 2022). You will only receive a contribution towards the nursery school fees for those months in which you attended at least one day of the course.
Please note that the above requirements must be met between 9 April 2022 and 31 October 2022.

What you can get:

A contribution up to a maximum of €150 per month (starting from the April 2022 tuition fee), up to the child’s third birthday and until the completion of attendance at the nursery school in the reference period. (e.g.: if the child turns three in February, consider the contribution until the end of the school year).
The calculation of the contribution that will be paid will take into account the costs incurred for VAT and not the cost of the stamp duty.
Payments by direct debit bank transfer or prepaid revolving cards are allowed only under the maximum threshold of €1.500; for higher amounts it is necessary to indicate a bank account in the name of the person under international, special or temporary protection.
Payments to foreign current accounts outside the SEPA area are not allowed.

What you have to do

• Copy of the permanent employment contract and last pay slip

If the person under international, temporary or special protection is attending a Formatemp training course dedicated to this specific target group:
• Self-declaration of attendance at the dedicated training course provided by Formatemp or a certificate of course attendance, where possible

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp service “Learning materials and books (for children or minors under guardianship)” with facilitated requirements, providing a contribution for each child or minor under guardianship (enrolled in a primary or secondary school or university, with proof of attendance at a degree course) for the purchase of books or learning materials.
The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp pursuant to this agreement, during the period of validity of this agreement (starting from 9 April 2022).
If the person is employed by an employment agency, the grant will be paid if he/she has had at least one day of a staffing contract during the period of validity of this Agreement (starting from 9 April 2022) and in any case by 31 August 2022 for the 2021/2022 school or academic year and between 01.09.2022 and 31.10.2022 for the 2022/2023 school or academic year.
If the person is attending one of the training courses provided by Formatemp for this specific target group, the grant will be paid if he/she has attended at least one day of the course during the term of this Agreement (starting from 9 April 2022), and in any case by 31 August 2022 for the 2021/2022 school or academic year and between 1 September 2022 and 31 October 2022 for the 2022/2023 school or academic year. The application may be submitted for the 2021/2022 school year and not for previous school years.
Please note that the above requirements must be met between 9 April 2022 and 31 October 2022.

What you can get:

A contribution for each child or minor under guardianship towards the purchase of books or learning materials to the value of €200.
Payments by direct debit bank transfer or prepaid revolving cards are allowed only under the maximum threshold of €1.500; for higher amounts it is necessary to indicate a bank account in the name of the person under international or temporary protection.
Payments to foreign current accounts outside the SEPA area are not allowed.

What you have to do:

The request must be sent by 31 August 2022 for the 2021/2022 school or academic year and by 31 December 2022 for the 2022/2023 school or academic year, in one of the following ways:

Facilitated access to working students (night courses)

Who is it for and what are the requirements?

In favour of persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection in force at the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, access to the Ebitemp service “Student workers (evening courses)” is recognised with facilitated requirements, providing, if they are enrolled in evening courses for the attainment of a first or second grade public secondary school diploma, a contribution for the purchase of teaching materials (e.g. stationery).
The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp pursuant to this agreement, during the period of validity of this agreement (starting from 9 April 2022).
If the person is employed by an employment agency, the grant will be paid if he/she has had at least one day of a staffing contract during the period of validity of this Agreement (starting from 9 April 2022) and in any case by 31 August 2022 for the 2021/2022 school year and between 01.09.2022 and 31.10.2022 for the 2022/2023 school year.
If the person is attending one of the training courses provided by Formatemp for this specific target group, the grant will be paid if he/she has attended at least one day of the course during the term of this Agreement (starting from 9 April 2022), and in any case by 31 August 2022 for the 2021/2022 school year and between 1 September 2022 and 31 October 2022 for the 2022/2023 school year.

In order to promote the social inclusion of persons with international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, such persons are granted access to Ebitemp’s “Contributo Asilo Nido” (Nursery school contribution) and “Sostegno all’Istruzione” (Education support) benefits at favourable conditions.

Facilitated access to university tuition fees for working students

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection under the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp service “Retta universitaria studenti lavoratori” (University tuition fees for working students) with facilitated requirements, providing, in the case of enrolment in a university degree course within its legal duration, an annual contribution towards the cost of university fees.
The benefit is also aimed at workers enrolled in a university training course called “CFU” for the achievement of credits required by Presidential Decree 19/2016 and obtained during bachelor, specialised, and master degree courses or single university courses. Post-graduate courses (specialisation schools, university masters etc.) are excluded.
The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp pursuant to this agreement (starting from 9 April 2022), during the term of this agreement.
If the person is employed by an employment agency, the contribution will be paid if he/she has had at least one day of a staffing contract during the term of this Agreement (starting from 9 April 2022).
If the person is attending one of the training courses provided by Formatemp for this target group, the grant will be paid if he/she has attended at least one day of the course during the term of this Agreement (starting from 9 April 2022).
The application may be submitted for the 2021/2022 university year and not for previous university years.
Please note that the above requirements must be met between 9 April 2022 and 31 October 2022.

What you can get:

An annual contribution of €200 gross towards the cost of tuition fees.
Payments by direct debit bank transfer or prepaid revolving cards are allowed only under the maximum threshold of €1.500; for higher amounts it is necessary to indicate a bank account in the name of the person under international or temporary protection.
Payments to foreign current accounts outside the SEPA area are not allowed.

What you have to do

The request must be sent within 60 days of payment of the first university instalment in one of the following ways:
• through the My Ebitemp* members area, through which it is possible to monitor the progress of the request and add any missing documentation;

Provisions common to all of the above extraordinary benefits

If the application was not submitted using the correct benefit section of the portal/paper application form, the submitted application will be cancelled and a new application will have to be submitted in accordance with the deadlines set out in the relevant regulation. The date of receipt of the new submission will be the decisive date for processing the application.

In order to promote the social inclusion of persons with international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, such persons are granted access to Ebitemp’s “Contributo Asilo Nido” (Nursery school contribution) and “Sostegno all’Istruzione” (Education support) benefits at favourable conditions.

Facilitated access to student workers with Level I and III apprenticeship contracts

Who is it for and what are the requirements?

In favour of persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection under the Employment Agency, access to the Ebitemp service “Student Workers with Level I and III apprenticeship contracts” is recognised with facilitated requirements, providing, in the case of enrolment in secondary school, a contribution for the purchase of teaching materials (e.g. stationery).

Who is it for and what are the requirements?

Persons under international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in Formatemp training courses dedicated to them, are entitled to the reimbursement of expenses for psychological care for themselves or their family members up to second degree relatives.
The applicant must have an employment contract or attend the training course provided by Formatemp under this agreement at the time of payment of the psychological assistance for which reimbursement is sought.
Only psychological care services provided after 24.02.2022 will be reimbursed (the date of the invoice for the service must be later) and carried out in Italy and in any case until 31 October 2022.
Please note that the above requirements must be met between 24 February 2022 and 31 October 2022.

What you can get:

Reimbursement of psychological care costs incurred for oneself or one’s family members up to second-degree relatives, up to a maximum of €200 gross per person assisted.

Persons under international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection provided by the Employment Agency, or involved in Formatemp training courses dedicated to them, are entitled to reimbursement of expenses for the purchase of goods necessary for the care of their children up to 3 years of age (e.g. pram, changing table, cot, baby food; etc.).
The applicant must have an employment contract or attend the training course provided by Formatemp under this agreement at the time of purchase of the item.
Only purchases made after 24.02.2022 will be reimbursed (the date of the purchase receipt must be after that date) and in any case until 31 October 2022 with proof of expenditure issued in Italy.
Please note that the above requirements must be met between 24 February 2022 and 31 October 2022.

What you can get:

Reimbursement of expenses for the purchase of essential items for the care of your child up to 3 years of age (e.g. pram, changing table, cot, baby food; etc.). The reimbursement is granted for each child up to a maximum of € 800. You can submit a maximum of 6 applications for each child, and in any case up to a maximum of €800. It is not possible to reimburse expenditure documents that do not show the goods purchased.
