Educational material and books (for children or minors under guardianship) with facilitated access

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

Educational material and books (for children or minors under guardianship) with facilitated access

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp service "Learning materials and books (for children or minors under guardianship)" with facilitated requirements, providing a contribution for each child or minor under guardianship (enrolled in a primary or secondary school or university, with proof of attendance at a degree course) for the purchase of books or learning materials.

The applicant must have signed an employment contract or be attending a dedicated training course provided by Formatemp pursuant to this agreement, during the period of validity of this agreement (starting from 9 April 2022).

If the person is employed by an employment agency, the contribution will be paid if they have had at least one day of a staffing contract during the period of validity of this Agreement (starting from 9 April 2022) and in any case starting from 1 September 2023 and by 31 August 2024 for the 2023/2024 school or academic year, starting from 1 September 2024 and by 31 December 2024 for the 2024/2025 school or academic year.

In the event the subject is attending one of the training courses provided by Formatemp for this specific audience, the grant will be paid if he/she has attended at least 1 day of the course during the term of this Agreement (starting from 9 April 2022), and in any case starting from 1 September 2023 and by 31 August 2024 for the 2023/2024 school or academic year, and starting from 1 September 2024 and by 31 December 2024 for the 2024/2025 school or academic year.

The application may be submitted with effect from the 2023/2024 school or academic year and not for previous school or academic years.

What are you entitled to?

A contribution for each child or minor under guardianship towards the purchase of books or learning materials of the value of EUR 200.

Payment may be made to an IBAN card such as Poste Pay Evolution or by direct credit. For direct credit transfers, payment is permitted up to a maximum threshold of EUR 1,500; for higher amounts, an IBAN in the name of the person under international or temporary protection must be indicated.

Payments to non-SEPA foreign current accounts are not allowed.

What do you have to do?

Requests, for those who have completed the requirements from 1 September 2023 to 31 August 2024, must be sent by 31 December 2024 for the 2023/2024 school or academic year. Requests, for those who have fulfilled the requirements from 1 September 2024 to 31 December 2024 , may be sent by 30 April 2025 in the following manner:

  • through theMy Ebitemp* member's account,from which it is possible to monitor the progress

*Please note that the only recognised method of receiving requests received with the support of the Local Trade Union Counters is through the MyEbitemp platform; registered post and certified emails are not accepted.

This benefit is subject to a ceiling of 5,000,000 euros (to cover the entire package of benefits for persons subject to international protection – refugee status, subsidiary protection and asylum seekers – temporary protection and special protection) and will be available on a trial basis until 31 December 2024.

If the required documentation is missing, Ebitemp will suspend the process and send the worker a request for additional documentation, which must be received within 120 calendar days. After this, if no additional documentation has been received, the application will be considered withdrawn and therefore rejected.

Required documentation


Documents to attach:

  • Photocopy of an identity document (identity card or passport) and tax code* of the person under international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection;
  • Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary or special protection;
  • Self-declaration of attendance on the Formatemp training course (form on the Ebitemp website) or certificate of course attendance, if any;
  • Photocopy of the tax code of the child or minor under guardianship for whom the benefit is requested; **
  • Copy of the family status certificate;***
  • Declaration in lieu of certification of enrolment in primary or secondary school or university with current attendance certificate; (only recognised for schools or universities in Italy), (form downloadable directly from the Ebitemp website);
  • Ebitemp privacy form.

In the case of access to the benefit by a minor:

  • family status or self-declaration available on the Ebitemp website.

Where the person subject to international, temporary or special protection is employed by an employment agency:

  • A copy of the fixed-term work contract and any extensions, and the last pay slip;
  • Copy of the open-ended staffing contract and last pay slip

If the person under international, temporary or special protection is attending a dedicated training course provided by Formatemp pursuant to this agreement, during the term of the latter:

  • Self-declaration of attendance on the Formatemp training course (form on the Ebitemp website) or certificate of course attendance, if any;

*if you are not in possession of a permanent tax code because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for protection, which shows the temporary tax code assigned to you

**if you are not in possession of a permanent tax code for your child because they are still waiting for their international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of the application for protection that shows the temporary tax code assigned to them

***if you are not in possession of a family status certificate because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of your application for protection (which contains your family status) or a self-certification of your family status.

Provisions common to all of the above extraordinary benefits

Please note that these support and reception measures may be allocated to recipients who have started FormaTemp training courses but have not yet been included in the skills audit. This also applies to applications already submitted and suspended due to lack of skills audit.

If the required documentation is missing, Ebitemp will suspend the process and send the request for additional documentation, which must be received within 120 calendar days, after which, if no additional documentation is received, the application will be considered to have lapsed and will be rejected.

If the application was not submitted using the correct benefit section of the portal/paper application form, the submitted application will be cancelled and a new application will have to be submitted in accordance with the deadlines set out in the relevant regulation. The date of receipt of the new submission will be the decisive date for processing the application.

In order to guarantee provision of the benefit, Ebitemp reserves the right to request further or different documentation, in addition to the documents listed above.

It should be noted that requests submitted by minors must be signed by someone with parental authority.

Ebitemp will monitor the overall trend of the individual extraordinary benefits dedicated to persons subject to international protection - refugee status, subsidiary protection and asylum seekers - Ebitemp will monitor the overall trend of the individual extraordinary benefits dedicated to persons subject to international protection - refugee status, subsidiary protection and asylum seekers - temporary protection and special protection, in order to assess the demand and possible corrective actions.

The assessment and approval of applications is subject to the sole discretion of the Performance Committee.

In order to protect its rights, Ebitemp reserves every right, including the right to take legal action, in the event of false declarations or forged documents or in any case in the event of behaviour that could potentially constitute a civil or criminal offence.

Reimbursement for the purchase of baby essentials

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

Reimbursement for the purchase of baby essentials

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary and special protection provided by the Employment Agency, or attending training courses provided for them by Formatemp, are entitled to reimbursement of the cost of necessary childcare equipment for children up to 3 years of age (e.g. buggy, changing table, cot, baby food, etc.).

Necessary expenses for the care of a child up to the age of 3, if the applicant is not eligible for the Nursery School Contribution benefit, also include childcare and baby-sitting services to allow the parent(s) to attend the training course.

The applicant must have an employment contract or be attending the training course provided by Formatemp under this agreement on the date the item was purchased.

Only purchases made after 24 February 2022 will be reimbursed (the date of the purchase receipt must be after that date) and in any case until 31 December 2024 with a receipt issued in Italy.

Please note that the above requirements must be met between 24 February 2022 and 31 December 2024.

What are you entitled to?

Reimbursement of expenses for the purchase of goods necessary for the care of your child up to 3 years of age (e.g. buggy, changing table, cot, baby food etc.). The reimbursement is granted for each child up to a maximum of EUR 800 gross of the taxes required by law.  A maximum of 6 applications may be submitted per child, and in any case within the maximum limit of EUR 800 gross of the taxes required by law. Reimbursement cannot be granted based on expenditure documents from which the purchased goods cannot be identified.

Payment may be made to an IBAN card such as Poste Pay Evolution or by direct credit. For direct credit transfers, payment is permitted up to a maximum threshold of EUR 1,500; for higher amounts, an IBAN in the name of the person under international or temporary protection must be indicated.

Payments to non-SEPA foreign current accounts are not allowed.

What do you have to do?

The application must be sent no later than 30 June 2025 in one of the following ways:

After this, if no additional documentation has been received, the application will be considered withdrawn and therefore rejected.

The deadline for submission of the application, by those who will meet the access requirements by 31 December 2024, is 30 June 2025.

  • Photocopy of an identity document (identity card or passport) and the tax code* of the person subject to international or temporary protection;
  • Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary or special protection;
  • Self-declaration of attendance on the Formatemp training course (form on the Ebitemp website) or certificate of course attendance, if any;
  • Certification of family status;**
  • Photocopy of the child's tax code;***
  • Child's birth certificate;****
  • Proof of expenditure (receipt, invoice, etc.) for the purchase of your child's essential items (proof of expenditure must relate to purchases made in Italy);
  • Summary of expense documents attached to the application;
  • Ebitemp privacy form.

If the benefits are paid to a minor:

  • family status or self-declaration available on the Ebitemp website.

Where the person subject to international, temporary or special protection is employed by an employment agency:

  • A copy of the fixed-term work contract and any extensions, and the last pay slip;
  • Copy of the open-ended work contract and last pay slip.

If the person under international, temporary or special protection is attending a Formatemp training course dedicated to this specific target group:

  • Self-declaration of attendance on the Formatemp training course (form on the Ebitemp website) or certificate of course attendance, if any;

In addition, only for the reimbursement of care and babysitting services: - Taxable expense document, with the following specifications: - Payment holder; - Tax code of the minor for whom the service was provided; - Date of delivery and type of service provided.

*if you do not have a permanent tax code because you are still waiting for your international protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for international protection, which shows the temporary tax code assigned to you

**if you do not have your family status certificate because you are still waiting for the international, temporary or special protection status to be recognised, you must submit a copy of the application for protection (which includes the family status data) or a self-certification of your family status.

***if you do not have a permanent tax code for your child because they are still waiting for their international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of the application for protection that shows the temporary tax code assigned to them

**** if you do not have the child's birth certificate, you may submit a copy of the application for international protection (which contains the child's date of birth), temporary protection and special protection.

Provisions common to all of the above extraordinary benefits

It is specified that all the support and reception measures listed above may be allocated to recipients who have been initiated in Formatemp training courses dedicated to them, although not yet laid out in the skills audit. This is also applicable in relation to applications already submitted and suspended due to the absence from the skill audits themselves.

If the required documentation is missing, Ebitemp will suspend the process and send the request for additional documentation, which must be received within 120 calendar days, after which, if no additional documentation is received, the application will be considered waived and therefore rejected.

If the application was not submitted using the correct benefit section of the portal/paper application form, the submitted application will be cancelled and a new application will have to be submitted in accordance with the deadlines set out in the relevant regulation. The date of receipt of the new submission will be the decisive date for processing the application.

In order to guarantee the provision of the requested service, Ebitemp reserves the right to request additional and different documentation from that indicated above.

It should be noted that requests submitted by minors must be signed by someonewith parental authority.

Ebitemp will monitor the overall trend of the individual extraordinary benefits dedicated to persons subject to international protection - refugee status, subsidiary protection and asylum seekers - temporary protection and special protection, in order to assess the demand and possible corrective actions.

The assessment and approval of applications is subject to the sole discretion of the Performance Committee.

In order to protect its rights, Ebitemp reserves every right, including the right to take legal action, in the event of false declarations or forged documents or in any case in the event of behaviour that could potentially constitute a civil or criminal offence.

Reimbursement of psychological care

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

Reimbursement of psychological care

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or involved in training courses provided for them by Formatemp, are entitled to the reimbursement of expenses for psychological assistance for themselves or their family members up to second-degree kinship/affinity.

The applicant must have an employment contract or be attending the training course provided by Formatemp under this agreement at the time of payment for the psychological assistance for which reimbursement is sought.

Reimbursement will only be made for psychological assistance services provided after 24 February 2022 (the date of the invoice for the service must be later) and carried out on Italian territory and in any case until 31 December 2024.

Please note that the above requirements must be met between 24 February 2022 and 31 December 2024.

What are you entitled to?

Reimbursement of expenses for psychological assistance incurred for oneself or one's family members up to the second degree of kinship/relationship, up to a maximum of EUR 200 gross of statutory taxes per person assisted.

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

Students Workers with Level I and III facilitated-access apprenticeship contracts

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection under the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp Student Workers with Level I and III apprenticeship contracts" benefit with facilitated requirements, with a contribution for the purchase of learning materials (e.g. stationery).

The applicant must have signed a Level I and Level III apprenticeship employment contract or attended a dedicated training course provided by Formatemp pursuant to this Agreement (starting from 9 April 2022), during the term of this Agreement.

In the event the person is employed by an employment agency, the contribution shall be paid if he/she has had at least 1 day of a Level I or Level III apprenticeship contract, during the term of this Agreement (starting from 9 April 2022), and in any case starting from 1 September 2023 and by 31 August 2024 for the school or academic year 2023/2024, and starting from 1 September 2024 and by 31 December 2024 for the school or academic year 2024/2025.

Facilitated access to university tuition fees for students

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

University tuition fees for working students with facilitated access

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection under the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp service "Retta universitaria studenti lavoratori" (University tuition fees for working students) with facilitated requirements, providing, in the case of enrolment in a university degree course within its legal duration, an annual contribution towards the cost of university fees.

The benefit is also aimed at workers enrolled on a university training course designated "CFU" to achieve credits required by Italian Presidential Decree 19/2016 and obtained during Bachelor's, specialised, and Master's degree courses or individual university courses. Post-graduate courses (specialisation schools, university masters etc.) are excluded.

The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp pursuant to this agreement (starting from 9 April 2022), during the period of validity of this agreement.

If the person is employed by an employment agency, the contribution will be paid if they have had at least one day of a staffing contract during the period of validity of this Agreement (starting from 9 April 2022).

If the person is attending one of the training courses provided by Formatemp for this target group, the contribution will be paid if they have attended at least one day of the course during the period of validity of this Agreement (starting from 9 April 2022).

The application may be submitted for the 2023/2024 university year and not for previous university years.

Please note that the above requirements must be met between 9 April 2023 and 31 December 2024.

What are you entitled to?

An annual contribution of EUR 200 gross of the taxes required by law; for the costs of university fees.

Payment may be made to an IBAN card such as Poste Pay Evolution or by direct credit. For direct credit transfers, payment is permitted up to a maximum threshold of EUR 1,500; for higher amounts, an IBAN in the name of the person under international or temporary protection must be indicated.

Payments to non-SEPA foreign current accounts are not allowed.

What do you have to do?

The application must be sent within 60 days of payment of the first university instalment and in any case, for the period from 1 September 2023 to 31 August 2024, the application may be sent no later than 31 October 2024 for the 2023/2024 academic year, for the period from 1 September 2024 to 31 December 2024, the application may be sent no later than 1 March 2025, in the following manner:

  • through theMy Ebitempmembers area, where you can monitor the progress of your application and upload any missing documentation;

*Please note that the only recognised method of receipt of applications received with the support of the Territorial Trade Union offices is through the MyEbitemp platform; registered post and certified emails are not accepted.

This benefit is subject to a ceiling of 5,000,000 euros (to cover the entire package of benefits for persons subject to international protection – refugee status, subsidiary protection and asylum seekers – temporary protection and special protection) and will be available on a trial basis until 31 December 2024.

If the required documentation is missing, Ebitemp will suspend the process and send the request for additional documentation, which must be received within 120 calendar days. After this, if no additional documentation is received, the application will be considered withdrawn and therefore rejected.

Required documentation


Documents to attach:

  • Photocopy of an identity document (identity card or passport) and the tax code* of the person subject to international or temporary protection;
  • Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection or special protection;
  • Self-declaration of attendance on the Formatemp training course (form on the Ebitemp website) or certificate of course attendance, if any;
  • Declaration in lieu of certification of enrolment in a legal degree course, (only schools or universities in Italy will be recognised), (form downloadable directly from the Ebitemp website);
  • Copy of the payment of the university tuition fee;
  • Ebitemp privacy form

In the case of access to the benefit by a minor:

  • family status or self-declaration available on the Ebitemp website.

Where the person subject to international, temporary or special protection is employed by an employment agency:

  • A copy of the fixed-term work contract and any extensions, and the last pay slip;
  • Copy of the open-ended work contract and last pay slip.

If the person under international, temporary or special protection is attending a Formatemp training course dedicated to this specific target group:

  • Self-declaration of attendance on the Formatemp training course (form on the Ebitemp website) or certificate of course attendance, if any;

*if you are not in possession of a permanent tax code because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for protection, which shows the temporary tax code assigned to you

 

Provisions common to all of the above extraordinary benefits

Please note that these support and reception measures may be allocated to recipients who have started FormaTemp training courses but have not yet been included in the skills audit. This also applies to applications already submitted and suspended due to lack of skills audit.

If the required documentation is missing, Ebitemp will suspend the process and send the request for additional documentation, which must be received within 120 calendar days, after which, if no additional documentation is received, the application will be considered to have lapsed and will be rejected.

If the application was not submitted using the correct benefit section of the portal/paper application form, the submitted application will be cancelled and a new application will have to be submitted in accordance with the deadlines set out in the relevant regulation. The date of receipt of the new submission will be the decisive date for processing the application.

In order to guarantee provision of the benefit, Ebitemp reserves the right to request further or different documentation, in addition to the documents listed above.

It should be noted that requests submitted by minors must be signed by someone with parental authority.

Ebitemp will monitor the overall trend of the individual extraordinary benefits dedicated to persons subject to international protection - refugee status, subsidiary protection and asylum seekers - Ebitemp will monitor the overall trend of the individual extraordinary benefits dedicated to persons subject to international protection - refugee status, subsidiary protection and asylum seekers - temporary protection and special protection, in order to assess the demand and possible corrective actions.

The assessment and approval of applications is subject to the sole discretion of the Performance Committee.

In order to protect its rights, Ebitemp reserves every right, including the right to take legal action, in the event of false declarations or forged documents or in any case in the event of behaviour that could potentially constitute a civil or criminal offence.
