Facilitated access to students (night courses)

What it foreseest


These measures, described below, will be provided within the limit of a ceiling of €5,000,000 and have an experimental duration until 31.12.2024.

Facilitated access to working students (night courses)

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection under the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp "Student workers (evening courses)" benefit with facilitated requirements, with a contribution for the purchase of learning materials (e.g. stationery).

The applicant must have signed an employment contract or be attending a dedicated training course provided by Formatemp pursuant to this agreement, during the period of validity of this agreement (starting from 9 April 2022).

If the person is employed by an employment agency, the grant will be paid if he/she has had at least one day of a staffing contract during the period of validity of this Agreement (starting from 9 April 2022) starting from 01 September 2023 and by 31 August 2024 for the 2023/2024 school year, starting from 01 September 2024 and by 31 December 2024 for the 2024/2025 school year.

If the person is attending one of the training courses provided by Formatemp for this specific target group, the grant will be paid if he/she has attended at least one day of the course during the term of this Agreement (starting from 9 April 2022), and in any case starting from 01 September 2023 and by 31 August 2024 for the 2023/2024 school year, starting from 01 September 2024 and by 31 December 2024 for the 2024/2025 school year.

The application may be submitted with effect from the school year 2023/2024 and not for previous school years.

What you can get:

A contribution of €200 gross of taxes required by law the purchase of books or other learning materials (e.g. stationery). 

Payments are allowed by so-called "account cards with IBAN" cards (e.g. Poste Pay Evolution cards) or domiciled bank transfers. For domiciled wire transfers, payment is allowed within the maximum threshold of 1,500 €; for higher amounts it is necessary to indicate an IBAN in the name of the subject under international or temporary protection.

Payments to foreign current accounts outside the SEPA area are not allowed.

What you have to do

The request, for those who have acquired the requirements from 01 September 2023 to 31 Agust 2024, must be sent by 31 deceber 2024 for the 2023/2024 school year. Applications, for those who have completed the requirements from 01 September 2024 to 31 December 2024, must be submitted by 30 April 2025 for the 2024/2025 school year, in one of the following ways:

  • through theMy Ebitemp* member's account,from which it is possible to monitor the progress of the request and add any missing documentation;

 *Please note that the only recognised method of receiving requests received with the support of the Local Trade Union Counters is through the MyEbitemp platform; registered post and certified emails are not accepted.

The benefit in question is subject to a ceiling of €5,000,000 (allocated in total to the entire package of benefits aimed at supporting persons subject to international protection - refugee status, subsidiary protection and asylum seekers - temporary protection and special protection) and has an experimental duration until 31.12.2024.

If the required documentation is missing, Ebitemp will suspend the process and send the worker a request for additional documentation, which must be received within 120 calendar days. After this, if no additional documentation has been received, the application will be considered withdrawn and therefore rejected.

Required documentation


Documents to attach:

  • Photocopy of an identity document (identity card or passport) and tax code* of the person under international or temporary protection;
  • Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection or special protection
  • Declaration in lieu of certification of enrolment in lower and upper secondary school – evening courses(only schools or universities in Italy will be recognised)
  • Certificate of enrolment in the secondary school of grade I and II - evening courses (only schools or universities present on the Italian territory will be recognized)
  • Ebitemp privacy form

 In the case of access to the benefit by a minor:

  • family status or self-declaration available on the Ebitemp website

Where the person subject to international, temporary or special protection is employed by an employment agency:

A copy of the fixed-term staffing contract and any extensions and the last pay slip

  • Copy of the open-ended staffing contract and last pay slip

If the person under international, temporary or special protection is attending a Formatemp training course under this Agreement, dedicated to this specific target group:

  • Self-declaration of attendance of the Formatemp training course or any certificate of course attendance

*if you are not in possession of a permanent tax code because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for protection, which shows the temporary tax code assigned to you

If the person under international, temporary or special protection is attending a Formatemp training course under this Agreement, dedicated to this specific target group:
• Self-declaration of attendance at the Formatemp training course or certificate of course attendance, where possible

*if you do not have a permanent tax code because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for protection, which shows the temporary tax code assigned to you

 

Provisions common to all of the above extraordinary benefits

It is specified that all the support and reception measures listed above may be allocated to recipients who have been initiated in Formatemp training courses dedicated to them, although not yet laid out in the skills audit. This is also applicable in relation to applications already submitted and suspended due to the absence from the skill audits themselves.

If the required documentation is missing, Ebitemp will suspend the process and send the request for additional documentation, which must be received within 120 calendar days, after which, if no additional documentation is received, the application will be considered waived and therefore rejected.

If the application was not submitted using the correct benefit section of the portal/paper application form, the submitted application will be cancelled and a new application will have to be submitted in accordance with the deadlines set out in the relevant regulation. The date of receipt of the new submission will be the decisive date for processing the application.

In order to guarantee the provision of the requested service, Ebitemp reserves the right to request additional and different documentation from that indicated above.

It should be noted that requests submitted by minors must be signed by someonewith parental authority.

Ebitemp will monitor the overall trend of the individual extraordinary benefits dedicated to persons subject to international protection - refugee status, subsidiary protection and asylum seekers - temporary protection and special protection, in order to assess the demand and possible corrective actions.

The assessment and approval of applications is subject to the sole discretion of the Performance Committee.

In order to protect its rights, Ebitemp reserves every right, including the right to take legal action, in the event of false declarations or forged documents or in any case in the event of behaviour that could potentially constitute a civil or criminal offence.

Facilitated access to nursery school contribution

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

Facilitated access to nursery school contribution

Who is it for and what are the requirements?

Persons under international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or who are attending the specific FormaTemp training courses, may access the Ebitemp "Contributo per Asilo Nido" (nursery school contribution), under special terms.

The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp pursuant to this agreement, during the period of validity of this agreement (starting from 9 April 2022).

If the person is attending the specific training course provided by Formatemp for this specific target group, the contribution will be paid if they have attended at least 1 day of the course during the period of validity of this Agreement (starting from 9 April 2022). They will only receive a contribution towards the nursery fees for those months in which they attended at least one day of the course.

Please note that these requirements must have been met between 9 April 2022 and 31 December 2024.

What are you entitled to?

The contribution will take into account the costs incurred for VAT but not the cost of stamp duty.

Payment may be made to an IBAN card such as Poste Pay Evolution or by direct credit. For direct credit transfers, payment is permitted up to a maximum threshold of EUR 1,500; for higher amounts, an IBAN in the name of the person under international or temporary protection must be indicated.

Payments to non-SEPA foreign current accounts are not allowed.

What do you have to do?

The request must be sent within 60 days of the expiry of the contract or within 60 days of the conclusion of the specific dedicated training course provided by Formatemp pursuant to this agreement, and in any case no later than 1 March 2025, in one of the following ways:

  • in the My Ebitemp* members' area, where you can monitor the progress of the application and add any missing documentation;

*Please note that the only recognised method of receipt of applications received with the support of the Territorial Trade Union offices is through the MyEbitemp platform; registered post and certified emails are not accepted.

If the benefits are paid to a minor:

  • family status or self-declaration available on the Ebitemp website.

Where the person subject to international, temporary or special protection is employed by an employment agency:

Hosting allowance

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

Hosting allowance

Who is it for and what are the requirements?

A one-off allowance is granted to temporary workers who provide hospitality, including through adoption or fostering, to persons subject to international protection measures (refugee status, subsidiary protection and asylum seekers), and those under temporary and special protection. The 'Declaration of Host' is a requirement to obtain this benefit, or alternatively suitable documentation certifying adoption and care for a minimum of three months.

Applications may be submitted by workers who have or have had a temporary work contract for at least one day, during the hosting period and after 9 April 2022.

Please note that these requirements must have been met between 9 April 2022 and 31 December 2024.

What are you entitled to?

A total one-off allowance of EUR 1,000 before tax; the allowance is increased to EUR 1,500, before tax for hosting a minor under 18 or a pregnant woman.

Payments may be made to IBAN cards (e.g. Poste Pay Evolution cards).

Payments to non-SEPA foreign current accounts are not allowed.

What do you have to do?

The deadline for submitting the application, for those who meet the requirements from 1 July 2023 to 31 December 2023, is 30 June 2024, from 1 January 2024 and until 31 December 2024, the deadline is 30 June 2025, as follows:

  • The most recent pay slip available at the time of application;
  • Copy of the permanent contract and the most recent pay slip of the host worker;
  • Copy of the 'Declaration of host' including a stamp and signature on each page;
  • Self-certification confirming the actual completion of the hosting period*;
  • Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection or special protection, of at least one of the hosted persons; if the hosted persons include a minor or a pregnant woman, the same documents for one of these recipients must also be provided, in order to access the higher allowance of EUR 1500 gross;
  • Certified copy of any adoption or fostering order issued by the court;
  • Copy of pregnancy certificate, if applicable;
  • Ebitemp privacy form;

If the benefits are paid to a minor:

  • family status or self-declaration available on the Ebitemp website.

* at least three months after the actual start of the availability period, the host must confirm that they have actually hosted for at least three months

Training allowances

Who is it for and what are the requirements?

Persons entitled to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection are granted a one-off allowance at the end of their first training course (provided by Formatemp and outlined in the skills audit pursuant to this Agreement).

Persons entitled to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection can apply upon completion of the first training course dedicated to them, starting from 9 April 2022.

To qualify for the allowance, the person must have been present for at least 70% of the course hours.

What you can get:

A one-off allowance of EUR 1,000, before tax. Payment may be made to an IBAN card such as Poste Pay Evolution or by direct credit. For direct credits, payments are accepted up to a maximum of 1500 euros. For amounts above this limit, an IBAN code must be provided for the person subject to the international or temporary protection measure.

Payments to non-SEPA foreign current accounts are not allowed.

What do you have to do?

The application must be sent within 60 days of the end of the FormaTemp training course, but in any case no later than 1 March 2025 for courses completing by 31 December 2024, as follows:

This benefit is subject to a ceiling of 5,000,000 euros (to cover the entire package of benefits for persons subject to international protection – refugee status, subsidiary protection and asylum seekers – temporary protection and special protection) and will be available on a trial basis until 31 December 2024.

If the required documentation is missing, Ebitemp will suspend the process and send a request for additional documentation, which must be received within 120 calendar days. After that time, if no additional documentation has been received, the application will be considered to have lapsed and will be rejected.

Provisions common to all the extraordinary benefits listed above

It is specified that all the support and reception measures listed above may be recognized to recipients who have been initiated in training courses of Formatemp dedicated to them, although not yet traced by the Skills Report. This also applies to applications that have already been submitted and have been suspended due to the absence of the Competence Budget.

In the event of a lack of the required documentation, Ebitemp will suspend the investigation and send the request for additional documents, which must be received no later than 120 calendar days, after which, without appropriate documentary integration, the application shall be deemed to have been waived and therefore dismissed.

If the request has not been sent using the correct performance section of the portal/ paper application form, the request sent will be canceled and it will be necessary to submit a new request in compliance with the timing provided by the relevant regulation. For the purposes of analysing the application, the date of receipt of the new file transmitted shall be authentic.

In order to guarantee the provision of the requested service, Ebitemp reserves the right to request additional and different documentation from the above mentioned.

Please note that requests submitted by minor subjects must be signed by the parental authority.

Ebitemp will monitor the overall performance of individual extraordinary services dedicated to subjects subject to international protection - refugee status, subsidiary protection and asylum seekers - temporary protection and special protection, in order to evaluate the draft and any corrective action.

The evaluation and approval of the requests is subject to the unquestionable opinion of the Performance Commission. Ebitemp, to protect its rights, reserves all rights, including the right to take legal action, in the presence of false statements or forged documents or in any case in the presence of behaviours potentially suitable to supplement the details of both a civil and criminal offence.
