Facilitated access to students (night courses)

What it foreseest


ATTENTION:

It is hereby announced that, in accordance with the agreement signed by the social parties of the sector, from 3 February 2025, the amounts of all benefits with flat-rate allowances and caps will be increased by 20%, according to the details outlined below.

 

Facilitated access to working students (night courses)

Who is it for and what are the requirements?

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection under the Employment Agency, or involved in training courses provided by Formatemp dedicated to them, are granted access to the Ebitemp "Student workers (evening courses)" benefit with facilitated requirements, with a contribution for the purchase of learning materials (e.g. stationery).

The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp.

If the individual is employed by a temporary work agency, they will be eligible for the contribution if they have had at least one day of a contract starting from 1 September 2024 and ending on 31 August 2025 for the 2024/2025 school year.

If the individual is attending one of the training courses offered by Formatemp for this specific group, the contribution will be granted if they have attended at least one day, starting from 1 September 2024 and ending on 31 August 2025 for the 2024/2025 school year.

 

What you can get?

A contribution of €200 before tax for requests submitted by 2 February 2025, and a contribution of €240 before tax for requests submitted from 3 February 2025, for the purchase of books or other educational materials (e.g., stationery).

Payments are allowed by so-called "account cards with IBAN" cards (e.g. Poste Pay Evolution cards) or domiciled bank transfers. For domiciled wire transfers, payment is allowed within the maximum threshold of 1,500 €; for higher amounts it is necessary to indicate an IBAN in the name of the subject under international or temporary protection.

Payments to foreign current accounts outside the SEPA area are not allowed.

 

What you have to do?

The request, for those who have met the requirements from 1 September 2024 to 31 August 2025, must be submitted by 31 August 2025 for the 2024/2025 school or academic year, using the following procedure:

  • through the My Ebitemp* member's account,from which it is possible to monitor the progress of the request and add any missing documentation;

 *Please note that the only recognised method of receiving requests received with the support of the Local Trade Union Counters is through the MyEbitemp platform; registered post and certified emails are not accepted.

If the required documentation is missing, Ebitemp will suspend the process and send the worker a request for additional documentation, which must be received within 120 calendar days. After this, if no additional documentation has been received, the application will be considered withdrawn and therefore rejected.

Required documentation


  • Photocopy of an identity document (identity card or passport) and tax code* of the person under international or temporary protection;
  • Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection or special protection
  • Declaration in lieu of certification of enrolment in lower and upper secondary school – evening courses(only schools or universities in Italy will be recognised)
  • Certificate of enrolment in the secondary school of grade I and II - evening courses (only schools or universities present on the Italian territory will be recognized)
  • Ebitemp privacy form

 In the case of access to the benefit by a minor:

  • family status or self-declaration available on the Ebitemp website

Where the person subject to international, temporary or special protection is employed by an employment agency:

A copy of the fixed-term staffing contract and any extensions and the last pay slip

  • Copy of the open-ended staffing contract and last pay slip

If the person under international, temporary or special protection is attending a Formatemp training course under this Agreement, dedicated to this specific target group:

  • Self-declaration of attendance of the Formatemp training course or any certificate of course attendance

*if you are not in possession of a permanent tax code because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for protection, which shows the temporary tax code assigned to you

If the person under international, temporary or special protection is attending a Formatemp training course under this Agreement, dedicated to this specific target group:
• Self-declaration of attendance at the Formatemp training course or certificate of course attendance, where possible

*if you do not have a permanent tax code because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for protection, which shows the temporary tax code assigned to you

 

Provisions common to all of the above benefits

It is specified that all the support and reception measures listed above may be allocated to recipients who have been initiated in Formatemp training courses dedicated to them, although not yet laid out in the skills audit. This is also applicable in relation to applications already submitted and suspended due to the absence from the skill audits themselves.

If the required documentation is missing, Ebitemp will suspend the process and send the request for additional documentation, which must be received within 120 calendar days, after which, if no additional documentation is received, the application will be considered waived and therefore rejected.

If the application was not submitted using the correct benefit section of the portal/paper application form, the submitted application will be cancelled and a new application will have to be submitted in accordance with the deadlines set out in the relevant regulation. The date of receipt of the new submission will be the decisive date for processing the application.

In order to guarantee the provision of the requested service, Ebitemp reserves the right to request additional and different documentation from that indicated above.

 

It should be noted that requests submitted by minors must be signed by someonewith parental authority

The assessment and approval of applications is subject to the sole discretion of the Performance Committee.

In order to protect its rights, Ebitemp reserves every right, including the right to take legal action, in the event of false declarations or forged documents or in any case in the event of behaviour that could potentially constitute a civil or criminal offence.

Facilitated access to nursery school contribution

What it foreseest


ATTENTION:

It is hereby announced that, in accordance with the agreement signed by the social parties of the sector, from 3 February 2025, the amounts of all benefits with flat-rate allowances and caps will be increased by 20%, according to the details outlined below.

 

Contribution to a nursery school with easy access

Who is it for and what are the requirements?

Persons under international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection employed by the Employment Agency, or who are attending the specific FormaTemp training courses, may access the Ebitemp "Contributo per Asilo Nido" (nursery school contribution), under special terms.

The applicant must have signed an employment contract or attended a dedicated training course provided by Formatemp.

If the person is attending the specific training course provided by Formatemp for this specific target group, the contribution will be paid if they have attended at least one day of the course. They will only receive a contribution towards nursery fees for those months in which they attended at least one day of the course.

 

What are you entitled to?

A contribution of up to a maximum of €150 per month (starting from the April 2022 fee), a contribution of up to a maximum of €180 per month (starting from the February 2025 fee), up to the child's third birthday and until the completion of attendance at the nursery in the reference period. (For example, if the child turns 3 in February, the contribution will be paid until the end of the school year).

The calculation of the contribution to be paid will take into account the costs incurred for VAT and not the cost of stamp duty.

Payment may be made to an IBAN card such as Poste Pay Evolution or by direct credit. For direct credit transfers, payment is permitted up to a maximum threshold of EUR 1,500; for higher amounts, an IBAN in the name of the person under international or temporary protection must be indicated.

Payments to non-SEPA foreign current accounts are not allowed.

 

What do you have to do?

The request must be sent within 60 days of the expiry of the contract or within 60 days of the conclusion of the specific dedicated training course provided, in the following manner:

  • in the My Ebitemp* members' area, where you can monitor the progress of the application and add any missing documentation;

*Please note that the only recognised method of receipt of applications received with the support of the Territorial Trade Union offices is through the MyEbitemp platform; registered post and certified emails are not accepted.

This benefit is subject to a ceiling of 5,000,000 euros (to cover the entire package of benefits for persons subject to international protection – refugee status, subsidiary protection and asylum seekers – temporary protection and special protection) and will be available on a trial basis until 31 December 2024.

If the required documentation is missing, Ebitemp will suspend the process and send the worker a request for additional documentation, which must be received within 120 calendar days. After this, if no additional documentation has been received, the application will be considered withdrawn and therefore rejected.

The deadline for submission of the application, by those who will meet the access requirements by 31 December 2024, is set at 1 March 2025.

Required documentation


  • Photocopy of an identity document (identity card or passport) and tax code* of the person under international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection;

Provisions common to all of the above benefits

Hosting allowance

What it foreseest


These measures, described below, will be provided up to a ceiling of EUR 5,000,000 and will be available on a trial basis until 31 December 2024.

Hosting allowance

Who is it for and what are the requirements?

A one-off allowance is granted to temporary workers who provide hospitality, including through adoption or fostering, to persons subject to international protection measures (refugee status, subsidiary protection and asylum seekers), and those under temporary and special protection. The 'Declaration of Host' is a requirement to obtain this benefit, or alternatively suitable documentation certifying adoption and care for a minimum of three months.

Applications may be submitted by workers who have or have had a temporary work contract for at least one day, during the hosting period and after 9 April 2022.

Please note that these requirements must have been met between 9 April 2022 and 31 December 2024.

What are you entitled to?

A total one-off allowance of EUR 1,000 before tax; the allowance is increased to EUR 1,500, before tax for hosting a minor under 18 or a pregnant woman.

Payments may be made to IBAN cards (e.g. Poste Pay Evolution cards).

Payments to non-SEPA foreign current accounts are not allowed.

What do you have to do?

The deadline for submitting the application, for those who meet the requirements from 1 July 2023 to 31 December 2023, is 30 June 2024, from 1 January 2024 and until 31 December 2024, the deadline is 30 June 2025, as follows:

- in the My Ebitemp* members' area, where you can monitor the progress of the application and add any missing documentation;

Documents to attach:

  • Photocopy of an identity document and the tax code of the worker hosting the person(s);
  • Copy of the fixed-term temporary work contract and any extensions relevant to the hosting period;
  • The most recent pay slip available at the time of application;
  • Copy of the permanent contract and the most recent pay slip of the host worker;
  • Copy of the 'Declaration of host' including a stamp and signature on each page;
  • Self-certification confirming the actual completion of the hosting period*;
  • Residence permit or a copy of the receipt attesting to the submission of an application for international protection (refugee status, subsidiary protection and asylum seekers), temporary protection or special protection, of at least one of the hosted persons; if the hosted persons include a minor or a pregnant woman, the same documents for one of these recipients must also be provided, in order to access the higher allowance of EUR 1500 gross;
  • Certified copy of any adoption or fostering order issued by the court;
  • Copy of pregnancy certificate, if applicable;
  • Ebitemp privacy form;

If the benefits are paid to a minor:

  • family status or self-declaration available on the Ebitemp website.

* at least three months after the actual start of the availability period, the host must confirm that they have actually hosted for at least three months

Persons entitled to international protection (refugee status, subsidiary protection and asylum seekers), temporary protection and special protection are granted a one-off allowance at the end of their first training course (provided by Formatemp and outlined in the skills audit).

To qualify for the allowance, the person must have been present for at least 70% of the course hours.

 

What you can get?

A one-off allowance of €1,000 before tax for applications submitted by 2 February 2025, and a one-off allowance of €1,200 before tax for applications submitted from 3 February 2025.

Payments to non-SEPA foreign current accounts are not allowed.

 

What do you have to do?

The request must be sent within 60 days of the end of the training course provided by FormaTemp, in the following manner:

  • in the My Ebitemp* members' area, where you can track the progress of your application and upload any missing documentation;

If the required documentation is missing, Ebitemp will suspend the process and send a request for additional documentation, which must be received within 120 calendar days. After that time, if no additional documentation has been received, the application will be considered to have lapsed and will be rejected.

 

Provisions common to all of the above benefits 

It is specified that all the support and reception measures listed above may be recognized to recipients who have been initiated in training courses of Formatemp dedicated to them, although not yet traced by the Skills Report. This also applies to applications that have already been submitted and have been suspended due to the absence of the Competence Budget.

In the event of a lack of the required documentation, Ebitemp will suspend the investigation and send the request for additional documents, which must be received no later than 120 calendar days, after which, without appropriate documentary integration, the application shall be deemed to have been waived and therefore dismissed.

If the request has not been sent using the correct performance section of the portal/ paper application form, the request sent will be canceled and it will be necessary to submit a new request in compliance with the timing provided by the relevant regulation. For the purposes of analysing the application, the date of receipt of the new file transmitted shall be authentic.

In order to guarantee the provision of the requested service, Ebitemp reserves the right to request additional and different documentation from the above mentioned.

 

Please note that requests submitted by minor subjects must be signed by the parental authority

The evaluation and approval of the requests is subject to the unquestionable opinion of the Performance Commission. Ebitemp, to protect its rights, reserves all rights, including the right to take legal action, in the presence of false statements or forged documents or in any case in the presence of behaviours potentially suitable to supplement the details of both a civil and criminal offence.

Le presenti misure, di seguito descritte, saranno erogate nel limite di un plafond di € 5.000.000 e hanno durata sperimentale sino al 31.12.2024.

Rimborso acquisto beni prima necessità bebè

A chi si rivolge e quali sono i requisiti:

In favore dei soggetti sottoposti a protezione internazionale (status di rifugiato, protezione sussidiaria e richiedenti asilo), protezione temporanea e protezione speciale in forza all’Agenzia per il lavoro, o coinvolti in percorsi formativi erogati da Formatemp a loro dedicati, viene riconosciuto il rimborso delle spese per l’acquisto di beni necessari alla cura del proprio figlio fino a 3 anni di età (es. Passeggino, fasciatoio, culla, omogeneizzati; ecc).

Si considerano incluse tra le spese per l’acquisto di beni necessari alla cura del proprio figlio fino a 3 anni, qualora i soggetti rifugiati non possano beneficiare della prestazione Contributo asilo nido, anche i servizi di accudimento, custodia e baby-sitting esclusivamente finalizzati alla partecipazione del/dei genitore/i ai percorsi formativi.

Il soggetto richiedente dovrà avere un contratto di lavoro in somministrazione o frequentare il corso di formazione erogato da Formatemp ai sensi del presente accordo al momento dell'acquisto del bene.

Saranno rimborsati solo gli acquisti avvenuti in data successiva al 24 febbraio 2022 (la data della ricevuta dell’acquisto dovrà essere successiva) e comunque sino al 31 dicembre 2024 con documento giustificativo di spesa rilasciato sul territorio italiano.

Si precisa dunque che i requisiti suindicati devono essere maturati nel periodo compreso tra il 24 febbraio 2022 e il 31 dicembre 2024.

Cosa si può ottenere:

Rimborso delle spese per l’acquisto di beni necessari alla cura del proprio figlio fino a 3 anni di età (es. passeggino, fasciatoio, culla, omogeneizzati; ecc.). Il rimborso è riconosciuto per ciascun figlio nel limite massimo di euro 800 al lordo delle imposte previste dalla legge. È possibile presentare un massimo di 6 richieste per ciascun figlio, e comunque nel limite massimo di euro 800 al lordo delle imposte previste dalla legge. Non è possibile accogliere il rimborso di documenti di spesa dai quali non sia riscontrabile il bene acquistato.

Sono consentiti pagamenti tramite carte così dette “carte conto con IBAN” (es: carte Poste Pay Evolution) o bonifici domiciliati. Per i bonifici domiciliati il pagamento è consentito entro la soglia massima di euro 1.500; per importi superiori si rende necessario indicare un IBAN intestato al soggetto sottoposto a protezione internazionale o temporanea.

Non sono consentiti pagamenti su conti correnti esteri al di fuori dell’area SEPA.


Cosa si deve fare:

La richiesta deve essere inviata entro e non oltre il 30 giugno 2025 con una delle seguenti modalità:
Attraverso l’area riservata di My Ebitemp*, dalla quale è possibile monitorare l’andamento della richiesta e integrare eventuale documentazione mancante;

*Si ricorda che l’unica modalità riconosciuta di ricezione delle richieste pervenute con il supporto degli Sportelli Territoriali Sindacali è tramite piattaforma MyEbitemp, non sono accettate raccomandate o PEC.

 

Nel caso di carenza della documentazione richiesta, Ebitemp sospenderà l’istruttoria e invierà al lavoratore richiesta di integrazione documentale, che dovrà pervenire al massimo entro 120 giorni di calendario, trascorsi i quali, senza che sia intervenuta idonea integrazione documentale, l’istanza si intenderà rinunciata e quindi respinta.

Il termine ultimo per la presentazione dell’istanza, da parte di coloro che matureranno i requisiti di accesso entro il 31 dicembre 2024 è fissato al 30 giugno 2025.

Documentazione richiesta


Documenti da allegare:

• Fotocopia di un documento d’identità (Carta di identità o passaporto) e del codice fiscale* del soggetto sottoposto a protezione internazionale o temporanea;
• Permesso di soggiorno o copia della ricevuta che attesta la presentazione della domanda di protezione internazionale (status di rifugiato, protezione sussidiaria e richiedenti asilo) protezione temporanea o protezione speciale;
• Autodichiarazione di frequenza del corso di formazione Formatemp (modulo presente nel sito di Ebitemp) o eventuale attestato di frequenza del corso;
• Certificazione dello stato di famiglia**
• Fotocopia del codice fiscale del figlio/a;***
• Certificato di nascita del bambino/a;****
• Titolo di spesa (scontrino, fattura, ecc.) attestante l’acquisto del materiale di prima necessità del figlio/a (i giustificativi di spesa dovranno essere relativi ad acquisti effettuati sul territorio italiano);
• Prospetto di riepilogo dei documenti di spesa allegati alla richiesta;
• Modello privacy Ebitemp

Nel caso di accesso alla prestazione di soggetto minorenne:
• stato di famiglia o autodichiarazione reperibile nel sito di Ebitemp.


Nel caso in cui il soggetto sottoposto a protezione internazionale, temporanea o speciale sia in forza ad una agenzia per il lavoro:
• Copia del contratto di somministrazione a tempo determinato e tutte le eventuali proroghe e ultima busta paga;
• Copia del contratto di somministrazione a tempo indeterminato e ultima busta paga.

Nel caso in cui il soggetto sottoposto a protezione internazionale, temporanea o speciale stia frequentando un corso di formazione di Formatemp dedicato a questa specifica platea:
• Autodichiarazione di frequenza del corso di formazione Formatemp (modulo presente nel sito di Ebitemp) o eventuale attestato di frequenza del corso;

Inoltre, solo per il rimborso di servizi di accudimento, custodia e babysitting: - Documento di spesa fiscalmente valido, con le seguenti specifiche: - Titolare del pagamento; - Codice fiscale del minore per cui si è erogato il servizio; - Data erogazione e tipologia del servizio erogato.

*nel caso in cui non sia in possesso di un codice fiscale definitivo in quanto ancora in attesa del riconoscimento dello stato di protezione internazionale, si dovrà produrre copia della ricevuta che attesta la presentazione della domanda di protezione internazionale che riporta il codice fiscale temporaneo assegnato
** nel caso in cui non sia in possesso dello stato di famiglia in quanto ancora in attesa del riconoscimento dello stato di protezione internazionale, temporanea o speciale si dovrà produrre copia della domanda di protezione (che riporta i dati dello stato di famiglia) o una autocertificazione dello stato di famiglia.
***nel caso in cui non sia in possesso di un codice fiscale definitivo del figlio/a in quanto ancora in attesa del riconoscimento dello stato di protezione internazionale, temporanea o speciale si dovrà produrre copia della ricevuta che attesta la presentazione della domanda di protezione, che riporta il codice fiscale temporaneo assegnato
**** nel caso in cui non sia in possesso del certificato di nascita del bambino, si potrà produrre copia della domanda di protezione internazionale (che contiene la data di nascita del bambino/a), protezione temporanea e protezione speciale.

Disposizioni comuni a tutte le prestazioni straordinarie sopra riportate

Si specifica che tutte le misure di sostegno ed accoglienza sopra elencate potranno essere riconosciute ai destinatari che siano stati avviati in percorsi formativi di Formatemp a loro dedicati, seppur non ancora tracciato dal Bilancio delle competenze. Ciò anche in relazione alle domande già presentate e sospese per assenza del Bilancio delle competenze stesso.

Nel caso di carenza della documentazione richiesta, Ebitemp sospenderà l’istruttoria e invierà la richiesta di integrazione documentale, che dovrà pervenire al massimo entro 120 giorni di calendario, trascorsi i quali, senza che sia intervenuta idonea integrazione documentale, l’istanza si intenderà rinunciata e quindi respinta.

Qualora l’istanza non sia stata inviata utilizzando la corretta sezione prestazione del portale/modulo di domanda cartaceo, la richiesta inviata verrà annullata e sarà necessario presentare una nuova istanza nel rispetto delle tempistiche previste dal relativo regolamento. Ai fini dell’analisi dell’istanza, farà fede la data di ricezione della nuova pratica trasmessa.

Al fine di garantire l’erogazione della prestazione richiesta, Ebitemp si riserva il diritto di richiedere all’interessato documentazione ulteriore e diversa rispetto a quella sopra indicata.

Si precisa che le richieste presentate da soggetti minori dovranno essere sottoscritte dall’esercente la potestà genitoriale.

Ebitemp monitorerà l’andamento complessivo delle singole prestazioni straordinarie dedicate ai soggetti sottoposti a protezione internazionale - status di rifugiato, protezione sussidiaria e richiedenti asilo - protezione temporanea e protezione speciale, al fine di valutarne il tiraggio ed eventuali interventi correttivi.

La valutazione e l’approvazione delle richieste è sottoposta all’insindacabile giudizio della Commissione Prestazioni.

Ebitemp, a tutela dei propri diritti, si riserva ogni facoltà, compresa quella di adire le vie legali, in presenza di dichiarazioni false o documenti contraffatti o comunque in presenza di comportamenti potenzialmente idonei ad integrare gli estremi di un illecito sia civile che penale.
