Refugees - Reimbursement for the purchase of baby essentials

What it foreseest

Who is it for and what are the requirements? 

Persons subject to international protection (refugee status, subsidiary protection and asylum seekers), temporary and special protection provided by the Employment Agency, or attending training courses provided for them by Forma.Temp, are entitled to reimbursement of the cost of necessary childcare equipment for children up to 3 years of age (e.g. buggy, changing table, cot, baby food, etc.). Expenses incurred during the pregnancy period may also be reimbursed. 

If the applicant is not eligible for the Nursery School Contribution benefit, necessary expenses for the care of a child up to the age of 3 also include childcare and baby-sitting services to allow the parent(s) to attend the training course. 

Applicants must have an employment contract or be attending the training course provided by Forma.Temp at the time of purchasing the item. 

Only purchases made after 24 February 2022 will be reimbursed (the date of the purchase receipt must be after that date) with a receipt issued in Italy. 

What are you entitled to? 

Reimbursement of expenses for the purchase of goods necessary for the care of your child. 

 For applicants with a temporary employment contract. The reimbursement is granted for each child up to a maximum of €960 gross of the taxes required by law. 

For applicants attending the training course provided by Forma.Temp, reimbursement is granted for each child up to a maximum of €960

 

What do you have to do? 

The request must be sent within 60 days of the date of the last purchase receipt for the expenses for the purchase of necessary goods. A maximum of six requests may be submitted per child, and in any case within the maximum limit described above.  

Reimbursement cannot be granted based on expenditure documents from which the purchased goods cannot be identified. 

The application must be sent by the interested parties and/or by the Territorial Trade Union Offices exclusively by accessing the MyEbitemp reserved area, from which it is possible to monitor its progress and add any missing documentation (for the management of additions, consult the operational guide at the following link MyEbitemp Additions Management Guide). 

If the required documentation is missing, Ebitemp will suspend the process and send the request for additional documentation. The application must be supplemented within 90 calendar days from the date of the first suspension, after which, if no suitable supplement has been provided, the application will be considered withdrawn and therefore rejected. 

Documentation required

  • Copy of the front and back of an identity document (identity card or passport) and tax code*; 

  • copy of the front and back of the residence permit or copy of the receipt attesting to the submission of the application for protection; 

  • copy of the certificate of course attendance issued by Forma.Temp or declaration in lieu of certification of the Forma.Temp course (see ATTACHMENTS); 

  • copy of the family status certificate or declaration in lieu of certification of family members up to the second degree of kinship (see ATTACHMENTS);  

  • copy of the child's tax code; * 

  • child's birth certificate;** 

  • copy of proof of expenditure (receipt, invoice, etc.) attesting to the purchase of the child's basic necessities; 

*if you do not have a permanent tax code because you are still waiting for your international, temporary or special protection status to be recognised, you must produce a copy of the receipt attesting to the submission of your application for protection which shows the temporary tax code assigned to you. 
** if you do not have the child's birth certificate, you may submit a copy of the application for protection (which contains the child's date of birth). 

 
In cases where the individuals concerned are employed by an Employment Agency: 

  • a copy of the fixed-term staffing contract and any extensions; 

  • a copy of the permanent staffing contract (framework contract); 

  • copy of the most recent pay slip. 
     

In addition, only for the reimbursement of childcare, minding and baby-sitting services: 

  • copy of the taxable expense document with the following specifications: - payment holder; - tax code of the minor for whom the service was provided; - date of delivery and type of service provided.

Will I receive the Certificazione Unica (Single Certification) for the amount received, which is useful for tax return purposes?

I am a minor worker with a temporary contract. What can I do to access Ebitemp's services? 

For requests submitted by minors, the forms to be attached must be signed by someone with parental responsibility. Verification of the status of the person exercising parental responsibility can be obtained by means of the family status certificate or self-declaration of parental responsibility (click here to download the form).  

Ebitemp has notified me of the suspension of the provision of a service due to the default on a loan granted by the Organisation. Why? 

Failure to repay, in whole or in part, a loan granted by Ebitemp results in the suspension of the provision of the other benefits of the Organisation, until the outstanding amount has been repaid in full. 

Common provisions

To ensure the provision of the requested service, Ebitemp reserves the right to request additional or different documentation from the applicant, or the original documentation.
To protect its rights, Ebitemp reserves the right to take legal action in the event of false statements or forged documents, or in any case in the event of conduct potentially constituting a civil or criminal offense.
All Ebitemp services are approved and provided at the sole discretion of the Organization.
